The dots shown on your scorecard reflect the strokes you receive for each hole, which is your course handicap. The dots add up to your course handicap which is displayed in the upper left hand corner.
The strokes/dots are allocated according to the stroke index- the difficulty assigned to each hole.
To see your scorecard during a round while playing press the Menu button on the GPS screen > View Scorecard.
To view your scorecard after a round from the home screen in the Golfshot app click on Rounds > chose your round > view scorecard.

For the example below, Bella's average to par is 14 (not shown). For this course and teebox rated 72.8 / 130 the course handicap is calculated as 17. Bella receives 17 strokes off of her score, represented here as dots.
