During an active round tap Menu on the GPS screen > Add Playing Notes.
After the round has been saved, to view saved notes:
Home screen > Rounds > Select Round > Playing Notes.
After the round has been , to add another playing note:
Rounds > select round > Edit Score > on One of the holes press the menu button > Add Playing note.

I did not see a way to add a note after a round is finished (in the app on my phone). When I chose a hole as described, there was no menu button. I learned that if I hit the "Save Score" button, the next screen has a Menu button at bottom and the "Add Playing Note" can be found in there.
Thanks to mkatich for the workaround! This seems like a crazy easter egg for an important feature.
As a golfer trying to improve my game, I need to be able to record notes about the overall round (less often for a specific hole), so that I can note how my swings felt, the playing conditions, and tips for next time. I can also note how strictly I scored.
This should be available straight from Rounds > Round Details > Playing Notes.
I love the newer features like Traced Shots, Swing ID, and Stroked Gained. Can you now take some time to smooth out and simplify some of the rough user interactions of the base product?
