You can purchase a GHIN through the Handicap Index® section of Golfshot if your region is compatible.
Per the USGA® Handicap System, a Handicap Index® is issued through an authorized golf club. Golfshot has partnered with the NCGA, SCGA, WSGA, TGA and KGA to provide authorized golf clubs in their jurisdiction for you to join. If you receive a message that your location is not available for purchase, this means your region is not partnered with Golfshot.
Your region and association must be currently using a GHIN index in order to partner with Golfshot.
